If I understand this correctly, you are looking for a proposal that contains professional qualifications (e.g., resumes, project examples, company information) as well as a set of proposed hourly rates for AE services relevant to the types of projects that might arise for the properties described in the "Profile of Properties" PDF.
My question, then, is whether you can tell us the kinds of task orders / projects that might occur under this IDIQ. For example, do you anticipate the need of AE design for:
1. Construction of new housing units?
2. Interior renovation of existing housing units?
3. Exterior renovation / repair for existing housing units?
4. Additions to existing housing units?
Presuming there would be renovation or repair, can you tell us the kinds of renovations and/or repairs that might be requested? For example, do you anticipate:
A. Renovation to accommodate ADA requirements?
B. Study and recommendations for ground water flow to correct for puddling / flooding in a back yard?
C. Roof repair?
