PLEASE NOTE: As long as you are registered for this RFQ you will continue to receive these notices. If you plan to not respond to this RFQ with a proposal submittal, you may want to access the eProcurement Marketplace and mark "No Bid." Once you have done such, you will not continue to receive any notices pertaining to this RFQ.
We have received the following listed requests for information and hereby respond to each:
(1) QUESTION. While this is an open-ended, task order-based solicitation, the RFQ also requests a work plan and staffing assignments. Is there a sense of what activities you foresee falling under this RFQ so that we can properly address these tasks in our response?
AGENCY RESPONSE. We can only speak generally as to what projects our Agency has utilized an A/E firm for in the past and as to what we will need an A/E firm to address in the future. Such projects include, but may not be limited to:
(1a) New rehabilitation (most typical) and new construction (less typical) of housing units and supporting buildings.
(1b) Work may be provided for a unit that has had a fire occur therein, or that may be damaged by a former tenant.
(1c) The Agency may retain a firm to do design work for projects in both the interiors or the exterior of the buildings and may be to repair or replace roofs.
(1d) Work may pertain to virtually all trade disciplines, including electrical, plumbing, HVAC, flooring, cabinets, fixtures within or on the exterior of a building, landscaping, concrete (“flat work”), parking areas and streets.
(1e) Typically, the Agency will, utilizing the Project Manuals and drawings generated by the A/E firm, formulate and conduct the required competitive solicitation (most typically the Agency will conduct a formal, or advertised, Invitation for Bids or IFB process).
(1f) Though the Agency will be the point of contact for prospective bidders during the IFB process, the A/E firm will be required to assist the Agency with responses to informational requests received from bidders, especially if such questions pertain to the Project Manual and/or Drawings formulated by the A/E firm, and then the Agency will formulate and issue all addenda.
(1g) The A/E firm will be required to formulate and deliver to the Agency an Independent Cost Estimate (ICE) for each job assigned.
(1h) During the ensuing work performed by the successful bidder, the A/E firm will typically be required to assist the Agency in overseeing the ensuing rehabilitation or construction work, and then the A/E firm will inspect and sign-off on the phased billings received from the construction firm.
(1i) The A/E firm may also be assigned to assist the Agency with required procedures pertaining to Labor Standards work.
(1j) Please remember that this competitive solicitation, and our eventual evaluation of the proposers has/will focus heavily on the Qualifications and Capabilities of each firm. We do not expect the proposer’s submitting a response to this RFQ to identify any specific description of work (as we have not issued any comprehensive identification of such work, but only in a general sense as listed within the immediate-preceding paragraphs (1a) through (1i)).
(2) QUESTION. We recently became aware that we are able to submit for this RFQ. Is it possible to extend the submission deadline so we can have adequate time to assemble a comprehensive package reflective of the broad scope defined in the RFQ?
AGENCY RESPONSE. Please see the immediate-following No. (3).
(3) EXTENSION OF DEADLINES. We hereby extend each of the following Deadlines as noted:
(3a) The DEADLINE TO ASK QUESTIONS is hereby extended to 3:00 PM ET on Monday,
March 20, 2023; and,
(3b) The PROPOSAL SUBMITTAL DEADLINE is hereby extended to 3:00 PM ET on Wednesday, March 29, 2023.
(3c) Pertaining to any proposer who has already delivered to us the sealed hard-copy proposal submittal, no action on your part is required as a result of this extension. We will keep all such proposal submittals safe and sealed until after the proposal deadline has ultimately expired.
