PLEASE NOTE: As long as you are registered for this RFQ you will continue to receive these notices. If you plan to not respond to this RFQ with a proposal submittal, you may want to access the Internet System and mark "No Bid." Once you have done such, you will not continue to receive any notices pertaining to this RFQ.

We have received the following requests for information and hereby respond to each:

(1) QUESTION: Regarding SHA’s vision for the developer:
a. What is SHA’s first goal for the developer to accomplish?
b. Do you (have) a site in mind, is it vacant?
c. Will there need to be some tenant relocation and demo done? Is the developer needing to handle this?
AGENCY RESPONSE:
a. The first goal is to redevelop one of our existing Public Housing sites.
b. Yes. It is not vacant.
c. Yes, there will need to be tenant relocation and demo done. The developer does not need to handle relocation but will handle demolition.

(2) QUESTION: Regarding RAD:
a. The RFQ mentions (RAD) briefly, is this for Bertha Mitchell, Janie's Garden Phase 3?
b. Will the developer be responsible for handling the RAD process?
AGENCY RESPONSE:
a. Bertha Mitchell is being considered for RAD, as well as one other property.
b. SHA will likely take the lead on RAD.

(3) QUESTION: Regarding Team Members:
a. We are somewhat vertically integrated. We do property management and development in-house, but we use trusted third parties for GC’s. Do you see this as an issue?
b. Can we use this third party as a team member?
AGENCY RESPONSE:
a. This may possibly be an issue. SHA may want the option to serve as the management agent at some point.
b. The selection of a GC is something that should be done in consultation with SHA.

(4) QUESTION: In Section 3.2.3 Financing Approach - Would the Housing Authority provide a list of sites it would like to either rehabilitate or redevelop into a new community? This will assist the team in evaluating potential sources of funds.
AGENCY RESPONSE: SHA is seeking to preserve or redevelop several of our existing communities. SHA and our developer partners thus far have redeveloped five properties, with two additional deals in the pipeline and 2-3 sites that have not been repositioned. SHA has strong relationships with the city and county, including an interlocal agreement providing local subsidy to help finance our redevelopment plan.

(5) QUESTION: In Section 3.2.3.1 Fee Structure - At this juncture, without any knowledge of the size and scope of the development(s), it would be difficult to submit an informed financing proposal. Would a range of financing options and potential fee structures be found responsive?
AGENCY RESPONSE: A range of financing options is likely fine. The developer fee will be negotiable in the MDA or Terms Sheets (MOU) and if a developer fee split is submitted with the proposal, it will not be scored as part of the RFQ evaluation.
PLEASE NOTE: Attached is page 17 of the 01.0-Co-Developer (RFQ Document) with a revised Section 3.2.3.1. Please disregard previous version of this section. Revised section is also listed below:
3.2.3.1 Cost Structure: Propose a structure for predevelopment and development activities, the source of payment of such and sharing of costs.

(6) QUESTION: For Attachment G Respondent Application Priority Certification – Would the Housing Authority allow this certification to be black-lined/modified and would it be found responsive, or must the Applicant agree to all the statements (threshold)?
AGENCY RESPONSE: No. Attachment G needs to signed as is.

(7) GAUGE LEVEL OF INTEREST: So that we can gauge the level of interest in this RFQ, if you have not previously done so, please indicate, where provided within the Internet system, as to whether or not (i.e. "Will Submit" or "No Bid") you anticipate delivering to us a proposal submittal in response to this RFQ.
