The Minneapolis Public Housing Authority (MPHA) received the following questions from a potential proposal responder. Below each question is the MPHA’s response.
1. QUESTION. Regarding proposed fees, Section 3.2 of the RFP states proposed fees include all related costs—does that include court and service fees? (i.e., the $340 filing fee for an eviction case and the approximately $40-60 fee for service of process.)
MPHA’S RESPONSE. No, the proposed fees should not include court filing or service of process fees as the MPHA pays for such fees. However, the proposed fees shall include all other related costs, such as employee wages and benefits; overhead; profit; licensing; insurance; materials; etc. as stated in Section 3.2 of the RFP.
2. QUESTION. Is there a range of fees that MPHA has in the past paid to outside vendors so I can know how to be competitive in proposed fees?
MPHA’S RESPONSE. The MPHA’s most recent contract (2015) rate for similar legal services was $175 per hour for a Partner, but please note that our agency has not previously contracted out these services to the same extent proposed in the RFP.
