PLEASE NOTE: As long as you are registered for this RFP, you will continue to receive these notices. If you plan to not respond to this RFP with a proposal submittal, you may want to access the eProcurement Marketplace and mark "No Bid". Once you have done such, you will not continue to receive any notices pertaining to this RFP.

We have received the following requests for information and hereby respond to each:

(1) QUESTION. Did LHA sign a Joint Power Agreement with the Housing Authority of the County of Monterey for Development Consulting Services and if so, will there be any coordination required or expected between the development experts at HACM and this consultant?
AGENCY RESPONSE. No, the scope of work does not currently require direct coordination with any other consultant(s) the Agency may be working with for other purposes.

(2) QUESTION. Is the primary or sole purpose of these consulting services to update the policies, procedures/documents listed in Sections 3.10.1-.16 or do you anticipate additional possible services?
AGENCY RESPONSE. As stated in Section 2.1, the Agency may request additional related services for other Agency policies, procedures, or documents for the public housing and/or HCV program.

(3) QUESTION. Do you anticipate that this has a ceiling of 200 hours?
AGENCY RESPONSE. The Agency has estimated 200 hours based on currently anticipated projects. However, additional projects may be added as determined by the Agency.

(4) QUESTION. What is the Period of Performance for this contract?
AGENCY RESPONSE. We anticipate an initial contract for a 1-year period, with 4 additional one-year option periods, for a maximum total of 5 years, depending on the needs of the Agency.

(5) QUESTION. Presumably it will be an “as needed” contract and therefore the approved consultant would just be called upon as needed.
AGENCY RESPONSE. The Agency will issue a task order for each specific project and will work with the selected proposer on a timeline for each project.

(6) QUESTION. Will the 42 units of multi-family housing be subject to the same policies and procedures as the public housing units, or will they require separate documentation?
AGENCY RESPONSE. Currently, the scope of work does not include these properties, as they are not part of the public housing program nor the Housing Choice Voucher Program. The Agency reserves the right to add work for that program if it is in Agency’s best interests to do so.

(7) QUESTION. Will LHA require the contractor to provide a legal opinion certifying that draft leases and other documents comply with California and local statutes as well relevant HUD regulations? Or, will LHA rely on a review by its own council?
AGENCY RESPONSE. The Agency will utilize its own council for any potential legal matters related to these consulting services.

(8) QUESTION. Section 3.2.1 indicates a total of 200 hours to complete the tasks outlined in Section 3.10:

(8a) Will the contract term end when draft documents have been approved by LHA staff?
AGENCY RESPONSE. See our previous response to Question No. (4).

(8b) Or, will the Contractor be expected to create advertisements for publication, attend public hearings, tenant council meetings, landlord meetings, Board meetings, or other meetings as part of its assigned tasks?
AGENCY RESPONSE. No; however, the Agency may request assistance in preparing briefing documents for Agency staff to utilize in these meetings.

(9) QUESTION. Will individual LHA staff be available for regular in-person meetings with the Contractor, or will there be a single LHA point of contact to whom questions will be delivered?
AGENCY RESPONSE. Yes, we will work with the selected proposer to determine what is required for each project. Insofar as the reference to “in-person meetings,” we anticipate that the vast majority of the work will be provided remotely, so “in-person meetings” will typically take place telephonically, or even by electronic means such as ‘Skype’ or ‘Go To Meeting’ (for example).”

(10) QUESTION. The RFP does not address how the Contractor will be compensated if, because of tenant complaints, changes in California statutes, changes in HUD Regulations, litigation, or other unforeseen delays require more than 200 hours to complete the assigned tasks.
AGENCY RESPONSE. Pertaining to the multiple references to the listed “200 hours,” please note the following citation from Section 3.3.1 of the RFP 1.0 Document issued: “All quantities entered by the Agency herein and within the corresponding Pricing Items on the eProcurement Marketplace are for calculating purposes only. As may be further detailed herein, the Agency does not guarantee any minimum or maximum amount of work as a result of any award ensuing from this RFP, as the Agency anticipates that the ensuing contract will be a Requirements Contract, in that the Agency shall retain one Contractor only and shall retain the right to order from that Contractor (successful proposer) any amount of services the Agency requires.” Accordingly, the “200 hours” is not a target or a limit.

(11) QUESTION. If the Contractor agrees to use only local staff and forgo all travel, lodging and per diem fees will that be considered in evaluating the Cost Factors for a proposal?
AGENCY RESPONSE. As we stated within our response to the preceding No. (9), “Insofar as the reference to “in-person meetings,” we anticipate that the vast majority of the work will be provided remotely, so “in-person meetings” will typically take place telephonically, or even by electronic means such as ‘Skype’ or ‘Go To Meeting’ (for example).” It is possible that we may direct the successful proposer to visit our site, but we anticipate that doing so will be very atypical. Accordingly, travel costs is not a consideration as a part of this RFP.

(12) QUESTION. Will LHA release the contractor to begin work on all policies and procedures simultaneously, or will the tasks be issued individually? If individually, over how long a period of time?
AGENCY RESPONSE. The short answer is, please see previous response to Question No. (5).
The longer answer is, we anticipate that the tasks assigned will be in an orderly consecutive fashion, not all at once.

(13) QUESTION. Does LHA anticipate that it will have any special local policies and procedures will require review and/or approval of the HUD Field Office, or HUD Headquarters?
AGENCY RESPONSE. No, not at this time.

(14) PRICING ITEM ADDED. The Agency has added a new Pricing Item No. 2 for the following work: “To start the contract, and so that the successful proposer can familiarize himself/herself with the Agency’s needs, the Agency may require the successful proposer to visit the Agency for two days (one consultant). The firm-fixed fee submitted for this Pricing Item will cover all travel expense and consultant time (8 hours each day) for this visit, if ordered.”
