QUESTION:
Section 3 Scope of Work refers specifically to HQS inspections, but then the RFP further references inspecting PH Units. Is the agency looking to outsource all HQS and UPCS inspections?

AGENCY RESPONSE:
All HQS and UPCS inspections.


QUESTION:
3.1.5: Media. Is the agency requesting that pictures be taken of all deficiencies found during inspection? If not, what specifically is the agency requesting be photographed?

AGENCY RESPONSE:
Yes, photographs of the unit address/front door and all deficiencies found during inspection.


QUESTION:
Is the agency currently fully utilizing the Yardi inspections module, including scheduling and generating notices from the software? If not, what portion, if any, is being completed in Yardi?

AGENCY RESPONSE:
The agency is not currently fully utilizing the Yardi inspections module. Notification and Result letters are currently pulled from another software. However, HADC prefers to streamline this process by fully utilizing Yardi inspections module.


QUESTION:
Is the agency willing to allow the selected vendor access to the Yardi inspections module for the purpose of inspection administration activities?

AGENCY RESPONSE:
Yes, the selected vendor will receive access to view, pull and upload data in Yardi.


QUESTION:
Does the agency require that pass notifications be sent?

AGENCY RESPONSE:
The agency will require all notification letters to be managed by the vendor; including scheduling, reschedules, and all pass, fail and inconclusive result letters.


QUESTION:
Is the agency allowing self-certification of reinspections? If so, approximately what percentage of reinspections pass through self-certification?

AGENCY RESPONSE:
Yes, the agency currently utilizes self-certifications on specific failed units. Currently, 40% pass through the self-certifications.


QUESTION:
RFP Section 4.1.4 states under section 4.2, that all proposed fees should be entered in the Internet System, however, there is no reference as to where the Internet System is or how you can access the link. Can you provide directions on how to access this link?

AGENCY RESPONSE:
Internet System is referring to the ha.economicengine.com website and within the online Solicitation# RFP-2017-004. To restate from the “RFP Information at a Glance” page, should you need assistance with the online entry of your proposed fees within the RFP on the site, please contact website customer support at 1-866-526-9266.


QUESTION:
RFP Section 4.1.4.1 states under section 5.1 Evaluation Factor No. 2, that proposer should Demonstrate Understanding of Agency's Requirements. Under section 5.0, 5.1 lists the agencies Evaluation Factors. It is my understanding that these are the agency's requirements in Table No 6, under section 5.1. Is this a correct assessment? If not, where are the Agency Requirements clearly stated?

AGENCY RESPONSE:
Table No. 6 lists the factors that will be used to evaluate the proposals. In Section 4.1.4.1, we are asking for a demonstrated understanding of the inspection services that the contractor (successful proposer) will be required to provide to the agency. These requirements are described all throughout RFP Section “3.0 Scope of Work/Technical Specifications”.
