PLEASE NOTE: As long as you are registered for this RFP you will continue to receive these notices. If you do not plan to respond to this RFP with a proposal submittal, you may want to access the Internet System and mark "No Bid." Once you have done such, you will no longer receive any notices pertaining to this RFP.

We have received the following requests for information and hereby respond to each:

(1) QUESTION: Please post the last bid results for this project.
AGENCY RESPONSE: There are no prior bid results. This is the first time we are formally procuring this type of service contract.

(2) QUESTION: We are to test devices in people’s rooms, will an escort be provided?
AGENCY RESPONSE: Yes. An escort will be provided when accessing residential rooms.

(3) QUESTION: Asset List; McCown and Annex - device count only list tampers but not waterflows, how many waterflows are there?
AGENCY RESPONSE: McCown Towers has one water flow switch (on the main riser). The Annex has five water flow switches (one per floor).

(4) QUESTION: Flint River Apartments & Diamond Oaks Apartments- please confirm we are not required to test the smokes that are not tied to the panel.
AGENCY RESPONSE: “Smoke Alarms” that are not tied to the fire alarm control panel will not require testing by the Contractor. The Housing Authority performs testing of the single-station smoke alarm devices not tied to fire alarm control panels.

(5) QUESTION: Flint River Apartments – list says one wet pipe sprinkler system per building, please advise how many tamper and waterflow there are.
AGENCY RESPONSE: One waterflow and one tamper per building.

(6) QUESTION: King Stone Apartments – list says one wet pipe sprinkler system, please advise how many tamper and waterflow there are.
AGENCY RESPONSE: One waterflow and one tamper for the King Stone Apartment building (NFPA 13R system, one riser serving the two floors).

(7) QUESTION: There are no AHU (Air Handle Shut down) or Door Holders listed for any of the buildings, please provide these device counts per building.
AGENCY RESPONSE: There are four (4) air handler unit shutdowns (with associated duct detectors) on the McCown Tower and Annex Building System. No other buildings\sites have AHU interface. There are two door holders associated with the McCown Tower and Annex Building fire alarm system. No other buildings\sites have door holder devices.

(8) QUESTION: There are no domestic backflows listed for any of the buildings, please provide system counts per building.
AGENCY RESPONSE: The following is a list of domestic backflow preventers the Housing Authority would like annual inspection quotes for. Note: A few of these are at additional sites not previously mentioned in the Asset List.

(9) QUESTION: Per code electric fire pumps are required to be ran monthly. The RFP say we must go by code but then says we are only to perform an annual test on the fire pumps. Please confirm if we are not required to do the monthly fire pump runs.
AGENCY RESPONSE: The Housing Authority performs monthly fire pump runs.

(10) QUESTION: Please advise billing frequency; quarterly, semi-annual or annual.
AGENCY RESPONSE: Quarterly.

(11) QUESTION: In reference to 3.2.10.1. Which is asking for a % discount from list pricing. Due to the fact there are several FA manufactures at the sites we will need to submit a % cost up off any invoice product purchased by JCI to install at a specific site.
AGENCY RESPONSE: The Section 3.2.10, Lot #10, on page 14 of the 1.0 RFPDocument and the corresponding pricing item, #39, in the on-line eProcurement system have been removed from the pricing items. In lieu of the pricing line item, an additional question has been added to Attachment H-1 (Proposal Questionnaire) to allow proposers provide a narrative describing any discounts or mark-ups they would provide on parts, materials, or equipment supplied under this RFP. Please see the revised documents attached here for your reference and disregard previously posted documents.

(12) QUESTION: As noted in Section 3.4 on page 16 of document 01.0- RFP document, All pricing must be entered where provided within the noted eProcurement System and all “hard-copy” proposals must be submitted and time-stamped received in the designated Agency office by no later than the submittal deadline stated herein (or within any ensuing addendum). Is “Pricing” only required via the eProcurement system and not within the submitted hard copies?
AGENCY RESPONSE: Correct Pricing should only be entered in the eProcurement System and not included in the hardcopy submissions. Our evaluation teams do not evaluate price and do not receive this information when evaluating your hardcopy proposals.

(13) GAUGE LEVEL OF INTEREST: So that we can gauge the level of interest in this RFP, if you have not previously done so, please indicate, where provided within the Internet system, as to whether or not (i.e. "Will Submit" or "No Bid") you anticipate delivering to us a proposal submittal in response to this RFP.
