PLEASE NOTE: As long as you are registered for this RFP you will continue to receive these notices. If you plan to not respond to this RFP with a proposal submittal, you may want to access the eProcurement Marketplace and mark "No Bid." Once you have done such, you will not continue to receive any notices pertaining to this RFP.

We have received the following request for information and hereby respond:

(1) QUESTION. The proposal format requests 3 copies of the submittal (one original signature and 2 exact copies including tabs). It also requests one electronic copy, submitted in a sealed package, also tabbed. Should the 3 hard copies be in binders, indexed and tabbed? Also, I’m not sure what it means to submit an electronic copy in a sealed package. Is this part of the EProcurement Marketplace website.

AGENCY RESPONSE. The 3 hard copy submittals should be bound and tabbed in accordance with instructions in RFP Document 3.0- Proposal Format, either bound or in a binder. An index is not necessary, but is acceptable if the proposer chooses to include one.

The Agency has requested an electronic copy of the documents submitted in electronic form so that in the event the Agency needs to make additional copies of the proposals for the proposal evaluation committee that it is able to print the proposal as opposed to remove the binding and make photo copies. The electronic copy can be provided as you wish, either on a thumb drive or burned onto a disk. The electronic copy does not require tabs, but if the proposer wishes to save each electronic file of the submittal to correspond to the tab in the hard copy proposal (i.e. the Form of Proposal could be saved as “Tab 1”), such a method would be convenient for the Agency but this is not necessary. The proposer may provide the electronic copy in a format that is convenient: you may simply scan a copy of the printed proposal and save it as a single PDF; you may save each file individually as a PDF or Word document; or, you may save the entire proposal as one PDF.

The electronic copy should be included in the sealed package with the three hard copy submittals.

(2) QUESTION. Per the RFP instructions, we cannot make any edits/adjustments to the provided forms; however, we have more principals of the firm than the form gives room for. Can we add additional lines to the Profile of Firm Form in #5 and #6?

AGENCY RESPONSE. Yes, you may add the additional lines required in the tables to accommodate the principals for your firm.

(3) QUESTION The Profile of Firm Form, #5 asks for % of ownership for each principal. Not all of our principals have % of ownership. Do you only want equity principals listed here even though they are not in the proposed teams?

AGENCY RESPONSE. Please list all principals and if a principal has no ownership, you may list 0%.

(4) QUESTION. Can any principal of the firm sign the forms?

AGENCY RESPONSE. Yes.

(5) QUESTION. If we are not claiming Section 3 Preference, can we simply put Not Applicable on the form?

AGENCY RESPONSE. If your firm is not claiming a Section 3 Preference, there is no need to include the form in Tab #9. Please refer to Section 3.1.11 of RFP Document 1.0, which reads:

“No Information Placed under a Tab. If no information is to be placed under any of the above noted tabs (especially the "Optional" tabs), place a statement such as "NO INFORMATION IS BEING PLACED UNDER THIS TAB" or "THIS TAB LEFT INTENTIONALLY BLANK." DO NOT eliminate any of the tabs.”
