PLEASE NOTE: As long as you are registered for this RFP, you will continue to receive these notices. If you plan to not respond to this RFP with a proposal submittal, you may want to access the eProcurement Marketplace and mark "No Bid". Once you have done such, you will not continue to receive any notices pertaining to this RFP.
We have received the following requests for information and hereby respond to each (NOTE: Any reference following to a section number such as “2.1.1” is a Section reference within the RFP 1.0 Document issued):
(1) QUESTION: 2.1.1 What type of affordable program restrictions apply to this site, and is it a recorded regulatory agreement?
AGENCY RESPONSE: Two (2) of the units shall be rented to and occupied by or, if vacant, available for occupancy by Very Low Income (VLI) Households at or below 50% of Area Median Income (AMI); the remaining three (3) units shall be rented to and occupied by or, if vacant, available for occupancy by Other Households at or below 120% of AMI. The Rent charged to tenants of the VLI units shall not exceed 1/12th of 30% of 50% of AMI, adjusted for Actual Household size; The Rent charged to tenants of the Other Units shall not exceed 1/12th of 30% of 110% of AMI, adjusted for Actual Household size. These restrictions are recorded in the Regulatory Agreement.
(2) QUESTION: 2.1.2 What type of affordable program restrictions apply to this site, and is it a recorded regulatory agreement?
AGENCY RESPONSE: Seven (7) of the units shall be rented to and occupied by or, if vacant, available for occupancy by VLI Households at or below 50% of AMI; the remaining three (3) units shall be rented to and occupied by or, if vacant, available for occupancy by Other Households at or below 120% of AMI. The Rent charged to tenants of the VLI units shall not exceed 1/12th of 30% of 50% of AMI, adjusted for Actual Household size; The Rent charged to tenants of the Other Units shall not exceed 1/12th of 30% of 110% of AMI, adjusted for Actual Household size. These restrictions are recorded in the Regulatory Agreement.
(3) QUESTION: 2.1.6 What type of affordable program restrictions apply to this site, and is it a recorded regulatory agreement?
AGENCY RESPONSE: Two (2) of the units shall be rented to and occupied by or, if vacant, available for occupancy by Households at or below 30% of AMI; the remaining four (4) units shall be rented to and occupied by or, if vacant, available for occupancy by Low Income Households at or below 60% of AMI. The Rent charged to tenants for units occupied by Households at or below 30% of AMI shall not exceed 1/12th of 30% of 30% of AMI, adjusted for Actual Household size, minus utility allowance; The Rent charged to tenants for units occupied by Households at or below 60% of AMI shall not exceed 1/12th of 30% of 60% of AMI, adjusted for Actual Household size, minus utility allowance. To establish the maximum rent for each unit, the maximum household size used shall be four (4) persons.
These restrictions are recorded in the Regulatory Agreement.
(4) QUESTION: 2.1.7 Can you confirm if any of these properties are identified for disposition/conversion?
AGENCY RESPONSE: We are unsure as to why Section 2.1.7 of the RFP 1.0 Document was referenced as a part of this question. Pertaining specifically to this question, we have already addressed related issues within Addendum #1 issued on 8/13/2018.
(5) QUESTION: 2.1.8 Are any of these sites identified for funding procurement?
AGENCY RESPONSE: We do not understand this question. We will obtain clarification and respond in a following addendum.
(6) QUESTION: 2.2.1 Is there a current TSP/Resident Selection Plan (RSP) available for review?
AGENCY RESPONSE: Currently, we do not have a Tenant Selection Plan (TSP) or Resident Selection Plan (RSP) for any of these properties.
(7) QUESTION: 2.2.1 Is there a current lease agreement available for review?
AGENCY RESPONSE: Yes. We are in the process of converting the lease agreement to “pdf” format and will distribute in a following addendum.
(8) QUESTION: 2.2.7.1 Are the tenant income certifications current or are there past due AR’s?
AGENCY RESPONSE: Yes, the tenant income certifications are current.
(8a) QUESTION: Do you require annual recertifications or are there circumstances where they are allowed to recertify every three years?
AGENCY RESPONSE: Existing Regulatory Agreements require annual recertifications.
(9) QUESTION: 2.28 Do you expect site staff costs to be fully burdened by the management company as well?
AGENCY RESPONSE: Yes.
(10) QUESTION: 4.1.1 Can you clarify the business preferences listed on page 22?
AGENCY RESPONSE: These business preferences pertain to the Federal Section 3 program detailed within Attachment D-1, attached hereto. Please remember, requesting a Section 3 Business Preference is an option, not a requirement.
(11) QUESTION: Attachment H includes Leahy Square as a property to be managed but the RFP does not. Can you clarify this?
AGENCY RESPONSE: That is correct. The properties to be managed are detailed within Section 2.1 of the RFP 1.0 Document. Attachment H is attached to all of our RFP’s to give prospective proposers/bidders an overview of our Agency.
(12) QUESTION: Is there a site office available at Bluebell Apts for an onsite manager?
AGENCY RESPONSE: No.
(13) QUESTION: How many people are currently working on site at each property?
AGENCY RESPONSE: Anywhere between 2 to 3 people work on-site at all properties on as needed basis.
(14) QUESTION: Will managing agent be able to operate Broker trust accounts for rent collection and disbursements?
AGENCY RESPONSE: No. The managing agent shall collect rents to be forwarded to the Agency within 2 business days. Also, the managing agent shall submit invoices to the Agency for reimbursement of pre-approved and verifiable expenses.
(15) QUESTION: What types of social support programs are offered to residents?
AGENCY RESPONSE: None.
(16) ADDITIONAL INFORMATION. The properties listed for management are not Federally-subsidized Public Housing properties.
(17) CORRECTION TO THE RFP ISSUED. Within Section 2.2.3.1 of the RFP 1.0 Document, we inadvertently left out the Attachment reference. The correct language is “Attachment I.”
