We have received the following request for information and hereby respond:
(1) How long have you been using Yardi Beacon, Yardi Voyager and Quickbooks? Will you be considering new software that can handle all your activities with just one software?
Agency Response: Yardi Beacon has been used since 2016. Beacon is the software used to manage our Business Activities. We just recently converted to Yardi Voyager for our HCV Program only. Quickbooks has been utilized for several years to manage our non-profit entity. There are no plans at this time to convert everything to one software.
(2) How do you currently handle Intercompany (Due To/Due From) in Quickbooks between your programs, such as Business Activity and Housing Choice Voucher program, as an example?
Agency Response: Quickbooks is only used to manage our non-profit entity. There is no Intercompany due to/due from between the non-profit and Business Activities. The HCV Intercompany due to Business Activities for salaries and benefits is reconciled monthly.
(3) As mentioned in the RFP, the 126 Units of RAD/PBRA and the Low-Income Housing Tax Credit are managed by a Third Party, does MCHA have any accounting functions for these two entities, or just receives monthly reports from the third party manager?
Agency Response: MCHA has no accounting functions other than the FDS submission for PBRA. We receive monthly reports from the third party manager.
(4) The RFP mentioned MCHA Central Office (Business Activity). Was MCHA an Asset Management Housing Authority under the guidelines outlined by HUD before RAD Conversion? If not, what is the main funding source of the MCHA Central Office?
Agency Response: No, MCHA was not an Asset Management Housing Authority prior to the RAD Conversion. The main funding source for the Central Office is Administrative fees and Management fees.
(5) Based on the “Agency Profile of Properties”, you have (had) 399 Units of Public Housing, and you converted 126 Units to RAD? Do you still have 273 Units of Public Housing?
Agency Response: Menard County Homes (126 units) is the only property that was Public Housing and all 126 were converted to RAD. The remaining 273 Units are a combination of Low Income Housing Tax Credits and PBRA.
(6) Whom was your developer for RAD?
Agency Response: The developer for Parkside Homes (33 units), is Windsor Development. For the Public Housing units (Menard County Homes) that were converted to RAD (126 units), there was no developer. It was a RAD conversion without rehab.
(7) How many staff work in the Accounting Department, how long have they worked at MCHA and what are their job titles?
Agency Response: The Financial Support Specialist is the only employee working in the Accounting Department and has been with MCHA for approximately two years.
(8) While the Financial Support Specialist is on leave of absence, whom will be available to provide some documents electronically to the Fee Accountant in order to provide some of those duties while not on site?
Agency Response: The Executive Director will be available to provide documents electronically when necessary.
(9) In lieu of monthly site visits, can information be provided by MCHA to the Fee Accountant electronically to perform the necessary duties of the Fee Accountant?
Agency Response: A monthly site visit is required. However, some information may be sent electronically as needed.
