(1) QUESTION. Will the awarded Contractor’s proposal document also be considered as an Appendix to the Contract?
AGENCY RESPONSE. As stated in the original RFP 8.0 Document – Attachment G (Sample Contract Form), Section 13.1.5, this contract contains Inclusion by Reference. Included by reference is any document or clause issued as a part of RFP No. P20003, or within the Contractors proposal submittal, that the Agency may choose to include at any time during the performance of this contract or any options exercised thereto by the Agency (NOTE: This inclusion shall be the unilateral right of the Agency and not the Contractor). Further, any document that may be referenced herein that has not been listed above is hereby incorporated herein by reference, and a copy of each such document is available from the Agency upon written request for such from the Contractor.
(2) QUESTION. Are you requiring an on-site visit with inspections of the units for this PH utility allowance study?
AGENCY RESPONSE. In the original RFP 1.0 Document Section 2.2.1.4, it states: “The intent of the study is to perform a full evaluation based on visual observation of accessible areas. The assessor is not expected to perform destructive or forensic testing (opening wall cavities, cutting pipes, etc.) or to enter confined spaces. No destructive testing is to take place without prior written approval of the housing authority.” As stated above, we do require an on-site visit with inspections of the units for this public housing utility allowance study.
