PLEASE NOTE: As long as you are registered for this RFP you will continue to receive these notices. If you plan to not respond to this RFP with a proposal submittal, you may want to access the eProcurement Marketplace and mark "No Bid." Once you have done such, you will not continue to receive any notices pertaining to this RFP.
We have received the following request for information and hereby respond following:
(1) QUESTION. “Section 3, Compliance Policy, Procedures, instructions, and forms...Could you bring me up to speed on this? I can't determine if it should be included inside the proposal or is it for only the possibilities that may come up with hiring Low Income personal?”
AGENCY RESPONSE. There is no longer a Section 3 “preference” which was optional in the past to submit with the bid. I will go over the new requirements with the contractor(s) that is/are awarded the new contract. To clarify, there is no Section 3 form required for the Landscaping Maintenance proposal.
(2) QUESTION. “There is also a "Disclosure of Lobbying Activities" form. Does this really apply to Landscaping Contractors?”
AGENCY RESPONSE. The 8.7 - Attachment G-5 (SF-LLL), “Disclosure of Lobbying Activities” form is an attachment to all Agency contracts that have the potential to exceed $100,000 over 5 years. This form is only relevant IF the contractor answers “YES” to any of the questions on 8.6 - Attachment G-4 (HUD-50017). To clarify, this form is not required as part of the Landscaping Maintenance proposal.
(3) QUESTION. “I am confused about the locations listed as: Bayside East A, B, C, D, E, & F.) These areas are listed for Fall & Spring cleanup but not for lawn maintenance.”
AGENCY RESPONSE. The Agency has listed all possible areas of service with a corresponding address on Table No. 3 (page 11) of the 1.0 RFP Document. The Bayside East property is listed on SIX separate lines to help clearly define the fact there are different addresses/areas that are all included as a single site.
Pricing Items listed within Table No. 5 (starting on page 15 of the RFP document), Bayside East “areas” consolidated into a single pricing line(s). There is a pricing line for Bayside East “areas” in all three of the service categories:
3.2.2.1.5: On-going Lawn Maintenance Services,
3.2.2.2.5: Seasonal Clean-up Services (Fall), and
3.2.2.3.5: Seasonal Clean-up Services (Spring).
The Agency has also included 9.0 Attachment H (Google Earth Maps Properties) that should help define all the possible areas of services.
(4) CLARIFICATION STATEMENT: All form issued with the RFP that begin with the number “8” are the “Sample Contract” and attachments. These forms are not to be included with the proposals.
The Agency issues a Sample Contracts with most solicitation to allow contractors and proposers to review prior to bidding. We do not negotiate contracts and attachments after award, so it is a good practice to include beforehand. Often legal departments need to review potential contracts prior to firms submitting proposals, so we make it a practice to always include all possible paperwork up front.
