PLEASE NOTE: As long as you are registered for this INVITATION FOR BIDS (IFB) you will continue to receive these notices. If you do not plan to respond to this IFB with a bid submittal, you may want to access the Internet System and mark "No Bid." (1) QUESTION: Do you have any PTAC units which actually have the fans installed? If so, can an appointment be made to come back and take a look?
AGENCY RESPONSE: No fans have been installed.
(2) QUESTION: PTAC- I doubt that the subject of asbestos will be raised, however Sarasota is relatively strict with requiring an asbestos survey. If needed has a survey been taken where PTAC work will take place?
AGENCY RESPONSE: The Agency has already had the required Asbestos and LBP testing completed at all properties and in addition the O&M Manual for this property. If it is determined by the City of Sarasota that additional testing is required, we will have our environmental consultant perform this service.
(3) QUESTION: Painting - I doubt that the quantity of disturbed paint in the area where the PTAC work is to take place is large enough to require a lead inspection (drywall/paint) however has this been an issue with HUD projects of this type? Has a test been taken?
AGENCY RESPONSE: See answer #2.
(4) QUESTION: Painting - The building exterior will probably have to be tested to comply with HUD/lead specs (in the areas of PTAC work). Has this been addressed and/or tested? (General Conditions Page 5 of 19).
AGENCY RESPONSE: See answer #2.
(5) QUESTION: Because of the nature of this project, the Building Dept and/or the Fire Dept may have comments regarding phasing and/or egress requirements for pedestrian traffic during construction. Have they offered any suggestions?
AGENCY RESPONSE: No, in earlier projects they have told us that they will provide comments when plans are submitted for permitting.
(6) QUESTION: Page 9 of the IFB states to turn in HUD form 5369-A (11/92) in a sealed envelope as part of Step #1 of the bidding process. This form is identified as "Representations, Certifications and Statement of Bidders" etc. My bid package includes HUD form 5369 (10-2002) identified as "Instructions to Bidders for Contracts Public and Indian Housing Programs". Is this the same form? Which one has to be turned in?
AGENCY RESPONSE: Document 03.0 of the bid package, Attachment B, HUD form 5369-A, (11/92), Representations, Certifications, and Statements of Bidders, Public and Indian Housing Programs needs to be turned in per Page 9 of the IFB and the Form of Bid, Document 02.0, which also needs to be filled out and turned in as part of the Bid submittal.
(7) QUESTION: It appears from the nature of this project and the description of builder’s risk insurance on Page 13 of 19 of the General Conditions, that builders risk insurance does not have to be included in the bid. Please confirm.
AGENCY RESPONSE: As stated in the above mentioned HUD form 5370, as well as on page 23, section 5.4 of the 01.0 IFB Document, insurance requirements will be required upon contract award but not as a part of the bid submission.
(8) QUESTION: Will the architect/engineer furnish a sufficient quantity of signed/sealed plans for permitting?
AGENCY RESPONSE: Yes.
(9) QUESTION: There is a footnote on the first page of Davis Bacon Wage structure which indicates 8% and 6% credits to employees who have worked in business either more or less than 5 years. Can you explain this further? Does this comment refer only to elevator mechanics?
AGENCY RESPONSE: Yes, this only applies to Elevator Mechanics. This was confirmed with the Senior Labor Relations Specialist with HUD in Atlanta on 8/20/2018.
(10) QUESTION: There is a "note" on Page A-102 regarding Alternate Deduct #1 to "Deduct the cost of the drain in the southeast corner of the parking lot..." etc. Please confirm this note is not applicable.
AGENCY RESPONSE: This is for the grease trap and drain in the back of the site not the parking lot. As a result of this oversight, an additional Pricing Line Item has been added to the on-line e-Procurement System and page 11 of the 1.0 IFB document. ALTERNATE DEDUCT 1 should be entered with a minus sign (“-“) in front of the amount entered. Please note the instructions regarding this alternate deduct on page 11 and 12.*

(11) QUESTION: Page A-502 details #5 and #6 appear to be identified incorrectly as #5 references the north stair detail and I think it should be east, and #6 references the south stair detail, which might actually be west. Normally I don't think it would make a difference except that the dimensions are slightly different.
AGENCY RESPONSE: 5/A501 is the northern most of the two breezeway stairs. It is also on the east side. It could also been called the east stair. 6/A501 is the Southernmost stair and is on the West side. Also note that the details are drawn in the same orientation as the section drawing 2/A502 right above it making the location more apparent.
(12) QUESTION: Detail 9/A-801 condensate sump pump - where is this to be installed?
AGENCY RESPONSE: The detail title shows that there is no pump. This is a simple sump.
(13) QUESTION: I understand from the information at the pre-bid conference that the SHA would provide new P-Tac sleeves which will be installed by the contractor. Is this correct?
AGENCY RESPONSE: After further consideration, the Agency will not be providing the sleeves. General Contractor is to provide and install. The product manufacturer and Mfg. numbers are as follows, Wall Sleeve Frigidaire Insulated Wall Sleeve – Mfg# 5304514426, Frigidaire Stamped Aluminum Rear Grille Mfg# 5304480557; or equal.
GAUGE LEVEL OF INTEREST: So that we can gauge the level of interest in this IFB, if you have not previously done so, please indicate, where provided within the Internet system, as to whether or not (i.e. "Will Submit" or "No Bid") you anticipate delivering to us a bid submittal in response to this IFB.
