Minneapolis Public Housing Authority (MPHA) held a non-mandatory pre-bid conference for this QSP on April 15, 2019. Attached is a sign-in sheet from the conference.
MPHA received the following questions from potential quoters during the conference and we hereby respond to each.
1. QUESTION. Have utility locates been performed for each site?
MPHA RESPONSE. Utility locates have not been performed. The Contractor will be responsible for utility locates prior to any work starting.
2. QUESTION. Should the Contractor outsource the environmental?
MPHA RESPONSE. The Contractor is responsible for any environmental requirements and testing per MPCA requirements and procedures for tank removal.
3. QUESTION. Have the tanks been abandoned?
MPHA RESPONSE. Neither of the tanks have been used since 2009-2010 when original dual-fuel boilers were replaced with gas-only boilers. Most of the oil has been removed from the tank prior to or at the time of the boiler conversion. However, some residual oil may still remain in the tank.
4. QUESTION. Should we provide a unit price to remove any potential solids or liquids that may still be in the tanks?
MPHA RESPONSE. Please submit the attached Misc. Unit Pricing sheet with your Step #1 quote submittal.
5. QUESTION. Is the Contractor responsible for repairing any sprinkler damage that could happen during the removal of the tanks?
MPHA RESPONSE. The Contractor will be responsible for repairing any damages to the sprinkler systems that occurs during the fuel tank removal project. The Contractor should exercise caution when digging to minimize damage. Per Section 15 of the specs, “Contractor shall include complete excavation and backfill including site restoration to match existing conditions. Contractor shall review the site prior to bid to determine the extent of site work required including pavement, sidewalks, grass, and etc.â€
6. QUESTION. Once the sod is installed, is the MPHA responsible for watering it?
MPHA RESPONSE. Yes.
7. QUESTION. What is the Contractor’s responsibility as far as restoring the sites after the tanks have been removed?
MPHA RESPONSE. Per Section 15 of the specs, “Contractor shall include complete excavation and backfill including site restoration to match existing conditions. Contractor shall review the site prior to bid to determine the extent of site work required including pavement, sidewalks, grass, and etc.†At 311 University NE, the Contractor shall NOT be responsible for replacing the sod upon completion of the underground tank removal. The MPHA will be responsible for replacing any sod that was disturbed during the underground tank removal.
8. QUESTION. At 2728 E Franklin, will the existing generator be removed prior to the Contractor starting any fuel tank removal work?
MPHA RESPONSE. The Contractor that will be completing the generator work at 2728 E Franklin has scheduled the generator removal for September 16-20, 2019. The underground tank removal work shall begin once this is complete. The MPHA anticipates the work on the underground tank removal will begin on September 23, 2019.
