1. QUESTION. At 311 University NE, will the large tree in the vicinity of the underground storage tank be removed prior to the underground storage tank removal? Will tree replacement be required?
MPHA RESPONSE. If the tree needs to be removed, it will be the Contractor’s responsibility to remove and dispose of it. If the tree is removed, it shall be replaced with a sugar maple, ball and burlap, at least 12 feet tall.

2. QUESTION. At 311 University NE, will sidewalk replacement be required even with the generator installation following the underground storage tank removal?
MPHA RESPONSE. If any portions of the sidewalk need to be removed, it will be the Contractor’s responsibility. The General Contractor that is completing the generator project will be responsible for replacing any portions of the sidewalk that have been removed.

3. QUESTION. Will the MPHA call in a Gopher State One Call prior to the bid due date? If not, may the bidders request a locate?
MPHA RESPONSE. The MPHA attempted to complete a Gopher State One Call on April 18, 2019. They informed us that only the Contractor that is doing the excavating can request the Gopher State One Call. This will need to be completed once a contract is awarded.

4. QUESTION. If concrete ballasts are present, do they require removal?
MPHA RESPONSE. It is unknown if there are concrete ballasts. If there are concrete ballasts present, the Contractor will not have to remove them.

5. QUESTION. At 2728 E Franklin, will compaction testing of backfill be required? If so, who is responsible?
MPHA RESPONSE. Compaction and backfill requirements are listed in Section 312000-3.7. No special testing is required. However, the owner or its representative may inspect the process during construction.

6. QUESTION. Will the shrubbery adjacent to the work area require replacement?
MPHA RESPONSE. Per Section 15 of the specs, “Contractor shall include complete excavation and backfill including site restoration to match existing conditions. Contractor shall review the site prior to bid to determine the extent of site work required including pavement, sidewalks, grass, etc.”

7. QUESTION. With both sites, will the selected contractor be allowed to progress bill since the removals will occur several months apart?
MPHA RESPONSE. Per Section 1.2.5 Contractor’s Request for Payment, the MPHA will make progress payments in 30-day intervals. Please reference Section 1.2.5.4 for what is required with payment requests. The MPHA will not pay any deposit or retainer fees as a result of award of a contract.
